Expanded support for homeowners affected by severe weather events

This move comes as a response to the realisation that the initial criteria for assistance were too restrictive, leaving some affected homeowners ineligible due to circumstances beyond their control.

The support does not extend to properties solely held in trusts due to the complex legislative changes that would be required.

Social Development and Employment Minister Louise Upston on Thursday announced the extension of Temporary Accommodation Assistance to more homeowners displaced by the severe weather events of 2022 and 2023, including the Auckland floods and Cyclone Gabrielle.

Driving the news: This move comes as a response to the realisation that the initial criteria for assistance were too restrictive, leaving some affected homeowners ineligible due to circumstances beyond their control. The government aims to address this oversight and provide support to those who have faced significant financial hardship as a result of these events.

Details: The eligibility for Temporary Accommodation Assistance has been broadened to include:

  • Homeowners whose properties are uninhabitable but did not receive a red or yellow placard.

  • Those who were uninsured for reasons beyond their control, after taking reasonable steps to obtain insurance.

  • Individuals whose choice of temporary accommodation was previously deemed ineligible, including flats, house sharing, hire agreements for mobile accommodations, and commercial lodgings.

What's happening: From 1 April 2024, affected individuals can apply for the expanded assistance. This includes those who were previously declined or believed they were ineligible under the former criteria. Minister Upston has also directed the Ministry of Social Development (MSD) to revisit applications from individuals who were denied support to determine their eligibility under the new guidelines.

Zoom in: The support does not extend to properties solely held in trusts due to the complex legislative changes that would be required, a decision made to prevent further delays in providing assistance to those who now qualify.

Notes on expanded Temporary Accommodation Assistance:

  • It is a weekly payment aimed at homeowners facing double accommodation costs due to being displaced by severe weather.

  • The amount varies based on family type and the location of the temporary accommodation, with specific rates available through official channels.

  • A lump sum hardship payment is also accessible to newly eligible individuals, covering costs retroactively to 1 January 2024, with an application deadline of 30 April 2024.

  • This program aligns with initial payments designed to bridge financial gaps for up to three months before eligibility.

The bottom line: This initiative represents a significant step towards mitigating the financial burden on homeowners impacted by recent severe weather events, ensuring that more individuals can access the support they need during challenging times.
